			<title>Health care and illegal immigrants in America: why Mexico is the key</title>

			<content:encoded><![CDATA[<div><b>Few issues have caused as much of a stir this year as the question of whether illegal immigrants will be included in the Democratic healthcare bill. </b><br />
<br />
Rep. Joe Wilson's "You lie!" outburst after President Obama stated in September that illegal immigrants wouldn't be covered is just one example of the tension. Eighty percent of Americans are loath to subsidize illegal immigrants according to a June 2009 Rasmussen poll. Amid a wobbly economy, the uncertain  though certainly high  cost of the health care bill contributes to such hostility.<br />
<br />
But there's something that might help solve part of the problem, satisfying both Democrats and Republicans: a campaign by Mexican officials to improve the state of healthcare in their own country. <br />
<br />
Mexico's healthcare system is corrupt, unwieldy, and grossly underfunded  and it's costing American taxpayers big-time. Consider this: The Mexican government spends $535 per capita on healthcare, yet American taxpayers fork out more than $1,100 in healthcare for the 12 million-plus illegal aliens in the US  most of whom are Mexicans who are uninsured or on Medicaid illegally. <br />
<br />
Mexico's poor quality of healthcare is a forgotten factor that drives so many Mexicans across the border. As things stand now, illegal immigrants  like all who show up  cannot be turned away from hospital emergency rooms, for anything from a broken bone to illness and pregnancies. Each year, about 1 in 10 births in this country are to illegal aliens. <br />
<br />
In general, they receive better quality care than what they could hope to receive back home. Even though lawmakers insist that healthcare reform wouldn't subsidize care for illegals, US taxpayers in practice will contribute to covering the cost of their care. If Mexico had better structure  and Congress can and should encourage such self-help  perhaps the US wouldn't have such a burden on its own system. Instead, Mexican leaders, who often live like princes, prefer to shift the obligation to the US, and America is taking the bait.<br />
<br />
Inadequate funding isn't the only problem with Mexico's system: It staggers under the poor delivery of services, a venal labor union linked to drug smuggling and selling jobs at public healthcare agencies, and a Balkanization of the government-subsidized providers. <br />
<br />
In addition to the Mexican Social Security Institute (IMSS), which provides health and retirement benefits to 45.8 percent of the population, there are individualized programs for government bureaucrats, oil workers, the two electricity companies, the armed forces, and the extremely poor. <br />
<br />
The multiple agencies and state-federal overlap of functions accentuate delays, errors, overhead expenses, and corruption. No wonder Mexico falls at the bottom of the 30 OECD states in terms of out-of-pocket outlays on physician and hospital visits.<br />
<br />
According to the Associated press, "Mexicans will do almost anything to avoid a public hospital emergency room, where ailing patients may languish for hours slumped on cracked linoleum floors that smell of sweat, sickness, and pine-scented disinfectant. Many don't see doctors at all, heading instead to the clerk at the corner pharmacy for advice on coping with a cold or a flu."<br />
<br />
Mexico's National Human Rights Commission has criticized the lack of general practice physicians, specialists, and nurses, as well as "the insufficiency of beds, medicine, instruments, and medical equipment in general." To make matters worse, administrative costs devour 10.8 percent of the nation's meager health budget  more than twice the level of Medicare in the US.<br />
<br />
Corrupt union practices compound the problem. <br />
<br />
The Health Workers' Union has gained one benefit after another since its founding in 1944. Not only do union members boast tenured positions, relative high salaries, free medical care for themselves and their families, generous Christmas bonuses, and additional compensation for arriving at work on time, but their retirement plan is one of the most attractive in the country. The lion's share of the nation's 374,000 union members can retire with pensions in their mid-50s compared with the minimum retirement age of 65 for most other Mexicans. <br />
<br />
So what can be done? Instead of turning a blind eye to the Mexican government's unwillingness to improve the medical care of its people, the Hispanic Congressional Caucus and other special pleaders for including illegal aliens in healthcare legislation should insist that our southern neighbor launch a root-and-branch reform of how it addresses its own citizens' medical needs. <br />
<br />
And if the US encouraged Mexico to strive for a better system, the health bill now before the Senate would be relieved of one less roadblock.</div>

President Obama's job approval numbers will dip below 50% for the first time today in Gallup's daily tracking poll, according to a Gallup official. <br />
<br />
"Gallup Daily tracking results just in. Obama will be below 50% for the first time when we update our numbers at 1:00 p.m.," wrote Gallup.com managing news editor Lymari Morales on Twitter.<br />
<br />
His approval numbers have bounced down to the 50% mark several times, driven by weaker support from independents and Republicans, but hadn't crossed it.<br />
<br />
The slide is worrying for the White House, but it's probably not yet panic time. Ronald Reagan's approval numbers dropped well below 40% during the depths of his first term recession. If Obama's bad stretch puts him in the high forties or low fifties, that's not a crippling political problem. If he languishes there or drops further, it may become one.<br />
<br />
UPDATE: The Gallup data is now online. Gallup notes that Obama fell below 50% at almost the exact same mark in his presidency that Reagan did, and attributes the drop -- most of which took place over the summer -- to the economy and to the health care debate.</font><br />

<br />
Four Peruvians were arrested on suspicion of kidnapping, murder and trafficking in human fat.<br />
<br />
The group stored the fat it collected in used soda and water bottles, which police showed reporters.<br />
<br />
"We have people detained who have declared and stated how they murdered people with the aim being to extract their fat in rudimentary labs and sell it," said Police Commander Angel Toldeo.<br />
<br />
In addition to those taken into custody, police said they were searching for others who bought fat from the gang or might have worked with it.<br />
<br />
Remains from some of the victims were found at a rural house in the region of Huanuco where the group worked, according police video.<br />
<br />
Police said they were investigating 60 disappearances in the area that might be linked to the gang.<br />
<br />
The investigation started this month after police heard about a shipment of fat that arrived in Lima by bus from Peru's mountains.</div>

LAS VEGAS (AP) - Manny Pacquiao is a box office hit, selling 1.25 million pay-per-views for his fight with Miguel Cotto in a performance that could set up the richest fight ever against Floyd Mayweather Jr.<br />
The fight not only made the top 10 of best-selling pay-per-view boxing events, but beat the 1.05 million figure notched by Mayweather for his September comeback fight against Juan Manuel Marquez.<br />
HBO Sports president Ross Greenburg said Friday the fight grossed $70 million, with 650,000 buys coming from cable television homes and 600,000 from satellite television viewers. It was helped by a record 110,000 buys from Puerto Rico, Cotto's home.<br />
The biggest PPV fight was in 2007 - Mayweather and Oscar De La Hoya, which was sold to 2.4 million homes.</div>

DIRECTV has completed a transaction involving the combination of DIRECTV Group and Liberty Entertainment,&#12288;Inc. (LEI), a company split-off from Liberty Media Corporation that included in part the Seattle-based Liberty Sports Group. As a result of the merger, Liberty Sports Group has been re-branded DIRECTV Sports Networks, a controlled subsidiary of DIRECTV that is comprised of three regional sports networks, which include FSN Northwest, FSN Pittsburgh and FSN Rocky Mountain (and sub-region FSN Utah). The three networks combined reach more than 8.5 million viewers across 17 states and own exclusive programming and distribution partnerships with more than 25 teams and conferences.<br />
<br />
DIRECTV Sports Networks will continue to be led by President &amp; CEO Mark Shuken with the existing strategies and structure for the executive team and regional operations. At this time the networks brand will continue as FSN and the existing programming, team partnerships and distribution agreements remain in tact. If your on a pic on the internet and right click and set item as desktop background it will let you do it but the starwars pic stays there. Any info will be greatly appreciated. Washington (CNN) -- Nearly two years into the recession, opinion about which political party is responsible for the severe economic downturn is shifting, according to a new national poll.<br />
<br />
A CNN/Opinion Research Corp. survey released Friday morning indicates that 38 percent of the public blames Republicans for the country's current economic problems. In May, 53 percent blamed the GOP.<br />
<br />
According to the poll, 27 percent now blame the Democrats for the recession, up 6 points from May, and 27 percent now say both parties are responsible.<br />
<br />
"The bad news for the Democrats is that the number of Americans who hold the GOP exclusively responsible for the recession has been steadily falling by about two to three points per month," said Keating Holland, CNN polling director. "At that rate, only a handful of voters will blame the economy on the Republicans by the time next year's midterm elections roll around.."<br />
<br />
Thirty-six percent of people questioned said that President Obama's policies have improved economic conditions, with 28 percent feeling that the president's programs have made things worse, and 35 percent saying what he's done has had no effect on the economy.<br />
<br />
One reason for that, Holland said, may be the growing federal budget deficit: Two-thirds say that the government should balance the budget even in a time of war and recession.<br />
<br />
The survey indicates that only 18 percent said the economic conditions in the country today are good, down 3 points from August. Eighty-two percent said economic conditions are poor.<br />
<br />
"Some economic indicators may suggest that the economy has turned the corner -- but try telling that to the American people," Holland said.<br />
<br />
The number of Americans who said the economy is in good shape -- a number that grew steadily through the spring and summer -- has now stalled, with fewer than one in five expressing a positive view of current conditions. More than eight in 10 say that economic conditions are in poor shape, with 43 percent calling them very poor.<br />
<br />
The CNN/Opinion Research Corp. poll was conducted November 13-15, with 1,014 adult Americans questioned by telephone. The survey sampling error is plus or minus 3 percentage points.</div>
