C/P released note:
This is the procedure for fixing boot errors related to the hard drive. I'm posting it because people are reporting this issue in growing numbers, even after loading the 03/05 bin.

Description of Problem
This problem is due to a bug in the current firmware, and seems to be affecting a lot of people now.
If your PVR hangs at boot-up, but boots with the HD removed there is a fix that involves reformatting the hard drive.
However, there is some good news if this has happened to you. You may be able to recover your recorded programs. I am going to detail the repair procedure, and hope that a mod will post it as a sticky since we are seeing a lot of posts about this now.

Procedure for Repair
This procedure is for repairing PVR7000s that hang at boot up, with the LED displaying "on" or "boot"; and where removing the hard drive returns the unit to functioning condition:
1. Power off the PVR with the switch on the back. Place the hard drive back into the unit if you have removed it.
2. Load factory bin V.017, via the serial port, using the PVR Loader program.
(Note: Loading via the serial port is a long process, and after the file downloads, the LEDs on the front of the unit will "circle" for 5-10 minutes. This is normal. Eventually the PVR will reboot)
3. Your PVR should now boot normally, and you should be able to access the "recorded programs" list. This is your opportunity to transfer any files you want to save from the PVR to the PC via the USB port.
4. After transferring any files (if you chose to do so), you now need to format the hard drive via the on-screen menu.
5. After formatting the drive, load the latest bin (03/05/07 bin is the most current as of now), again using the serial port and the "PVR Loader" program.
6. Everything should be back to normal at this point, except that your hard drive will be empty.
