I'm not familiar with the CoolTec Multistar, but I am familiar with power supplies.
If your multistar has a separate power supply board, you can use a voltmeter (multimeter) to check the voltage outputs from the power supply board to the motherboard. If you have no voltages, first check the fuse on the power supply board. Replace if it is blown.
If the fuse is okay and you have no power output, then there is a probability that either a electrolytic capacitor is shorted or a diode blown. Testing these requires removel of one lead from the board. Unless you are comfortable with board level testing, this isn't fun.
If you have all power outputs nominal from the power supply board, the problem will be on the motherboard. Still might be fixable, but far more involved.
There is test equipment that can be used for capacitors and semiconductors (diodes and transistors) in circuit, but they are more expensive than the stb.
Good luck and if the repair is too involved for you, you might be able to sell it on this site as a core. Just be up front about its problems. Some of the testers might wanna play with it. Might be time to upgrade anyway.
