 I just purchased a 3500S from a Panset Dealer in California. It looks new and unused. I cannot access the menu, so cannot do any testing. When 1st turned on, the receiver displays "b-70", then after a few seconcs, shows "on" in the display. Pushing the menu button on the frot, or using the remote, I am unable to access the menu. Perhaps I am doing something wrong, and would appreciate advice and suggestions.
I a new to FTA receivers, but have been testing since days of hu cards on DTV.

To ensure you are on the fright path, you should factory flash your receiver first.
Then use the latest working bin file for your receiver.
After loading the latest bin file, go into the parental menu and set the default key, save and exit right out to the main menu.
Then set the time difference for your location and the current time, save and exit out as well.
At this stage you can either load a good channel list or do a blind scan for channels in your location.
Save these channels, exit out and watch tv.

Before you do any thing to your new Pansat 3500S, I suggest you to do some reading, and understand what do you need and how to set up the 3500 receiver. It is easy when you know what to do, however; if you don't know what to do, it can be your nightmare:p :p

When your first turn it on from factory, you're going to get a prompt for language, etc. How far did you get? Dumb question, but does your remote have good batteries? Details, man.
