If you have access to a rom10 card subbed with everything and also had just acquired a rom3 card could the rom3 be cloned to get everything the rom10 is getting? If yes could you explain the procedure and what files would be needed. If this is possible would this be safer than an E3M and blocker

No..You can't get into a rom10 to get the info needed to clone the Rom3....

Blocker/Actvation or *E3m is what you need for the Rom3...

But you better check to see if it's a locked rom3 or not...If it is you gotta use a avr3..
