Is it Possible to test non-sub system, with box keys and with a ROM10 card using AVR3 or any other method?

I can't see why if you have all the info. The reason people would sub is so they get the box keys on the card and don't have to read them from the IRD.
That is my understanding.(but i was wrong once before ;)
