- Added validation and warning so only one instance of rqcamd can be running.

- The "configuration" and "stream information" sections of the webif are complete.
So the rqcamd webif is now officially *done*. New options will be added in the future.

NOTE 1: There were some changes made to the .conf file, it is recommended to use the
rqcamd.conf file that is included in this release to avoid possible problems.

NOTE 2: I am aware of a problem where rqcamd stops working randomly after a few hours.
i have already taken a look at this and it appears to be a map interrupt in rotation
that is causing the problem very sporadically, it'll be solved in a future release
